Jerusalem
– Israeli Undercover Units Arresting a Palestinian Young Man During Clashes in al-‘Eissawiya Village

 

 

Israeli forces continue systematic attacks against Palestinian civilians and property in the occupied Palestinian territory (oPt)

Israeli forces continued to use excessive force against peaceful protesters in the West Bank.

A photographer for the Popular Resistance Movement against the Annexation Wall and Settlements in al-Nabi Saleh village sustained burns to his face.

10 Palestinian civilians, including 3 children and 1 woman, were arrested during protests in support of prisoners in the Israeli jails.

 

Israeli forces continued to open fire in the border
area in the Gaza Strip.

Israeli forces opened fire at houses and agricultural lands in al-Qarara village, in the south of the Gaza Strip.

Israeli forces conducted 78 incursions into Palestinian communities in the West Bank and 2 limited incursions in the southern Gaza Strip.

55 Palestinian civilians, including 8 children, were arrested in the West Bank.

Among the arrested was the former prisoner, Tha’er Halahla.

 

Israel has continued to impose a total closure on the oPt and has isolated the Gaza Strip from the outside world.

During the reporting period, the border crossings
between the Gaza Strip and Israel were completely closed for 3 days.

Israeli forces established dozens of checkpoints in the West Bank.

4 Palestinian civilians, including 2 children, were arrested at checkpoints.

 

Israeli forces have continued to attack Palestinian fishermen at sea.

Israeli forces continued to fire at Palestinian fishing boats, forcing them to sail within the 3 nautical mile limit.

 

Israeli forces have continued to support settlement activities in the West Bank, and Israeli settlers have continued to attack Palestinian civilians and property.

Israeli forces demolished a water well, south of Hebron.

100 olive trees and 250 almond trees were cut down or confiscated, south of Hebron.

Settlers moved into Taffouh village, southeast of Bethlehem.

Summary

 

Israeli violations of international law and international humanitarian law in the oPt continued during the reporting period 04 – 10 April 2013:

 

Shooting:

 

During the reporting period, Israeli forces wounded 11 Palestinian
civilians, including 3 children and a woman, in the West Bank. They were all
wounded during peaceful protests organised by Palestinian civilians against the
construction of the annexation wall and settlement activities and in support of
Palestinian prisoners in Israeli jails. In the Gaza Strip, Israeli forces
continued to open fire at Palestinian fishing boats, restricting the permitted fishing
area to 3 nautical miles instead of the 6 nautical mile limit that was agreed
in the ceasefire agreement reached between Israel and Palestinian armed groups in
November 2012.

 

In the West Bank, in an example of the systematic use of excessive force
against peaceful protests organised by Palestinian, Israeli, and international
activists against the construction of the annexation wall and settlement
activities in the West Bank, Israeli forces wounded Belal Abdul Salam Hassan
al-Tamimi, 47, when they sprayed pepper spray in his face. It should be noted
that al-Tamimi is a photographer for the Popular Resistance Movement against
the Annexation Wall and Settlements in al-Nabi Saleh village. Many more
civilians suffered from tear gas inhalation and others sustained bruises.

 

Palestinian civilians organised many peaceful protests in solidarity
with Palestinian prisoners in Israeli jails, especially those on hunger strike.
Israeli forces used excessive force against the protesters; as a result, 10
civilians, including 3 children and 1 woman, were wounded. In addition, many
civilians suffered from tear gas inhalation and others sustained bruises.

 

On 04 April 2013, an 18-year-old man was wounded by a bullet to the
right cheek during a peaceful protest near the annexation wall in the southern part
of Beit Luqia village, southwest of Ramallah. In addition, 2 children
were wounded in al-Khader village, south of Bethlehem, during a similar protest
in the Um Rokba area at the southwestern entrance of the village.

 

On 05 April 2013, a 16-year-old boy was wounded by a bullet to the back
of the head during a protest organised at the southern entrance of al-Jalazoun
refugee camp, north of Ramallah. In addition, 1 child was wounded in al-Khader
village, south of Bethlehem, during a similar protest in the Um Rokba area at
the southwestern entrance of the village.

 

On 06 April 2013, a 45-year-old woman was wounded by a bullet to the
back while she was standing in front of her house in the Um Rokba area at the
southwestern entrance of al-Khader village, south of Bethlehem.

 

On 07 April 2013, a 17-year-old boy was hit by a tear gas canister to
the head during a peaceful protest in the Um Rokba area, south of Bethlehem. On
the same day, an 11-year-old boy was wounded by a bullet to the right side of
his face during a protest organised at the northern entrance of Ayda refugee
camp, north of Bethlehem.

 

On 09 April 2013, an 18-year-old boy was wounded by a bullet to the
right leg, while an 11-year-old boy was wounded by a bullet to the left side of
his head during a protest organised at the northern entrance of Ayda refugee
camp, north of Bethlehem.

 

In the Gaza Strip, Israeli forces stationed along the border fence continued
to open fire. On 06 April 2013, Israeli forces stationed along the border
fence, east of Khan Yunis, in the south of the Gaza Strip, opened fire at
houses and agricultural lands in al-Qarara village and around al-Sreij gate. No
casualties were reported.

 

Israeli forces continued to chase fishermen at sea. On 08 April 2013,
Israeli gunboats stationed off the coast of al-Waha resort, northwest of Beit
Lahia in the northern Gaza Strip, opened fire at Palestinian fishing boats that
were sailing 2 nautical miles offshore. As a result, the fishermen returned to
shore, fearing that they would be wounded or arrested. Neither casualties nor
material damage were reported. A similar incident occurred on 10 April 2013.

 

It should be noted that, on Thursday, 21 March 2013, Israeli forces announced
that the nautical mile limit would be reduced from 6 to 3 nautical miles.Israeli
forces had permitted fishermen to sail up to 6 nautical miles offshore following
the ceasefire agreement between Israel and Palestinian armed groups in November
2012.

 

 

Incursions:

 

During the reporting period,Israeli forces conducted at least 78
military incursions into Palestinian communities in the West Bank. During these
incursions, Israeli forces arrested at least 55 Palestinians, including 8
children. Among the arrested was Tha’er Halahla (34) a former prisoner who was
released 10 months ago after carrying out a hunger strike in an Israeli jail.

 

In the Gaza Strip, Israeli forces conducted 2 limited incursions on 09
and 10 April 2013 in Khuza’a village, east of Khan Yunis, in the south of the
Gaza Strip.

 

 

Restrictions on movement:

 

Israel continued to impose a tightened closure of the
oPt, imposing severe restrictions on the movement of Palestinian civilians in
the Gaza Strip and the West Bank, including occupied East Jerusalem.

 

The illegal Israeli-imposed closure of the Gaza Strip, which has
steadily tightened since June 2007, has had a disastrous impact on the
humanitarian and economic situation in the Gaza Strip. The illegal closure has
caused not only a humanitarian crisis, but a crisis of human rights and human
dignity for the population of the Gaza Strip. Recently-declared measures to
ease the closure are vague, purely cosmetic and fail to deal with the root
causes of the crisis; the root causes can only be addressed by an immediate and
complete lifting of the closure, including lifting the travel ban into and out
of the Gaza Strip and the ban on exports. Palestinians in Gaza may no longer
suffer from the same shortage of goods but, as long as the closure is allowed
to continue, they will remain economically dependent, unable to care for
themselves, and socially, culturally and academically isolated from the rest of
the world.

 

Israeli forces have continued to impose severe restrictions on the
movement of Palestinian civilians throughout the West Bank, including occupied
East Jerusalem. Thousands of Palestinian civilians from the West Bank and the
Gaza Strip continue to be denied access to Jerusalem.

 

During the reporting period, Israeli
forces completely closed the commercial border crossings between the Gaza Strip
and Israel. They closed Karm Abu Salem crossing for 4 consecutive days because
of Jewish holidays. This closure negatively affected the entry of goods,
construction materials and medical consignments in the Gaza Strip. It also had
a negative impact on the living conditions of Palestinian civilians. Israeli
forces also imposed comprehensive security restrictions due to the Jewish holiday
of Passover. As a result, thousands of Palestinian workers were denied access
to their work in Israel and occupied East Jerusalem. Moreover, Palestinian
traders were denied access to Israel and/or travel via the border crossings
between the Gaza Strip and West Bank.

 

Settlement activities:

 

Israel has continued its settlement activities in the
oPt, in violation of international humanitarian law, and Israeli settlers have
continued to attack Palestinian civilians and property.

 

On Saturday, 06 April 2013, a unit of Israeli soldiers,
accompanied by three military vehicles, raided agricultural lands surrounding the
Um Akhwas area, east of Yatta, south of Hebron.      The soldiers were deployed in the area and prohibited
Palestinian farmers and shepherds from working on the land, declaring that the land
had been confiscated. The soldiers ordered the farmers and shepherds to leave
the area and declared it a closed military zone. When the farmers and shepherds
refused to leave their lands, the Israeli soldiers assaulted them, beat them
severely and attempted to arrest some of them, but international peace
activists intervened and stopped them.

 

On Sunday, 07 April 2013, a group of settlers from
“Tekoa” settlement, established southwest of Taqou’ village,
southeast of Bethlehem, raided the afore-mentioned village. The settlers wrote
“Paying the Price” and drew the Star of David on Bilal Bin Rabah mosque
and Salah al-Din al-Ayouby mosque in al-‘Amour neighbourhood, in the south of
the village. In his testimony to a PCHR fieldworker, Mohammed al-Badan, Head of
the Youth Council in the village, said that the settlers damaged the car tyres
of vehicles belonging to Nasser Suliman Ahmed al-‘Amour’s (35) and Salim
Mohammed Moussa Abu-Mfarah (37).

 

On Tuesday, 09 April 2013, a group of settlers, from
“Ramat Yishai” settlement outpost, established on land belonging to
Palestinian civilians in Tal al-Remyda area, central Hebron, confiscated a
tract of land belonging to Abdul-‘Aziz Abu-Haikal (48), extended an
agricultural irrigation system and supplied it with water through the afore-mentioned
settlement outpost, and planted it with vegetable seeds.

 

On Tuesday, 09 April 2013, Israeli forces, accompanied
by a vehicle of the Planning and Building Department in the Israeli Civil
Administration, raided al-Dirat area, east of Yatta, south of Hebron. They presented
Ibrahim Ali al-‘Adra (42) with a notice ordering him to halt construction work on
a tin structure, built on a 100 square metre area, which was being used as a
barn for cattle, under the pretext that it had been built without first obtaining
a permit from the Israeli authorities.

 

On Tuesday, 09 April 2013, Israeli forces, accompanied
by a vehicle of the Israeli Civil Administration and a truck, raided the Emdimna
area, located between al-Thaherya and al-Ramadeen villages, south of Hebron. Israeli
soldiers were deployed in the farmlands and cut down 100 olive trees and 250
almond trees, which were 5 years old, with saws, confiscated them and loaded
them into the truck.

 

Also on Tuesday, Israeli forces, accompanied by a
number of military vehicles, a bulldozer, and a vehicle of the Planning and Building
Department in the Israeli Civil Administration, raided al-Dirat area, east of
Yatta, south of Hebron. They bulldozed a 70-cubic-metre water well, belonging
to ‘Eissa Ibrahim Jabarin (45), which was under construction,  under the pretext that Jabarin had not obtained
a permit.

 

On Wednesday morning, 10 April 2013, Israeli forces,
accompanied by an officer of the Israeli Civil Administration, raided the Um
Hadida area, east of Nahalin village, southwest of Bethlehem, and placed
notices on the lands of two Palestinian civilians, Omar Ahmed Khalil Shakarna
(71) and Jamil Youssif al-Nees (60). The notices ordered them to evacuate their
3 dunums of land.

 

Also on Wednesday, Israeli forces, accompanied by a
vehicle of the Israeli Civil Administration, raided the Kherbat Qalqas area,
south of Hebron. The Civil Administration officer presented Khader Na’im Khaled
Abu-Torqi (48) with a demolition notice for his family residence, under the pretext
that it had been built without a permit. The 2-storey house was built established
on an area of 200 square metres and shelters his family of 11 people.

1. Incursions into Palestinian areas and attacks on
Palestinian civilians and property in the West Bank and the Gaza Strip

Thursday, 04 April 2013

 

At approximately 01:00, Israeli forces moved into Bani Na’im village,
east of Hebron. They patrolled the streets and stationed themselves in the centre
of the village. They raided and searched a number of houses and arrested 5
civilians, including a1child. The arrested persons were:

1. Sa’ed Issa Zaidat, 17;

2. Abdullah Hmaidat, 18;

3. Montaser Maher Harahsha, 31;

4. Khaled Mohammed Mansour, 31; and

5. Abdullah Manasra, 18.

 

Around the same time, Israeli forces moved into Beit Amra village, west
of Yatta, south of Hebron. They patrolled the streets for some time and later withdrew.
Neither house raids nor arrests were reported.

 

At approximately 02:00, Israeli forces moved into Deir Nezam village,
northwest of Ramallah. They raided and searched a number of houses, arrested 3
civilians, including 1 child, and transferred them to Ofer detention facility,
southwest of the city. The arrested persons were:

1. Ahmed Yusef Hussein Tamimi, 19;

2. Belal Jamal Ibrahim Tamimi, 20; and

3. Dia’ Khaldoun Abdullah Mezher, 15.

 

Around the same time, Israeli forces moved into al-‘Arroub refugee camp, north
of Hebron. They patrolled the streets and then stationed themselves in the
vicinity of the Abu Sham’ah quarter. They raided and searched a house belonging
to the family of Medhat Mohammed Mousa Titi (20), whom they arrested. They
later withdrew, taking him to an unknown destination.

 

At approximately 04:00, Israeli forces moved into Tulkarm. They
patrolled the streets and stationed themselves in the centre of the eastern
part of the city. They raided and searched a house belonging to the family of
Mohammed Khaled Khalil Salama (21) and arrested him.

 

At approximately 09:00, a number
of young men gathered in the Bab al-Zawiya area in the centre of Hebron and set
fire to car tyres. They also threw stones and empty bottles at the Israeli
soldiers positioned at military checkpoints at the entrance of the Old Town and
at the entrance of al-Shuhada’ Street. The Israeli soldiers chased the young
men and raided a number of stores. They also fired sound bombs, tear gas
canisters and rubber-coated metal bullets. As a result, a number of young men
suffered from tear gas inhalation.

 

Around the same time, Israeli forces moved into Kofur Sour, south of
Tulkarm. They patrolled the streets, detained Emad Eddin Adnan Aref Nofal (21)
for some time, and later released him.

 

Around the same time, Israeli forces arrested Abdullah Sedqi Abdullah
Khalouf (27), from Bruqin, west of Jenin, while he was at Salem detention
facility. It should be noted that Khalouf had been summoned by Israeli
intelligence to attend the detention facility.

 

At approximately 11:30, Israeli forces moved into Marj Na’ja village,
north of Jericho. They patrolled the streets for some time and later withdrew.
No arrests were reported.

 

At approximately 14:00, Israeli forces moved into al-Aroub refugee camp,
north of Hebron. They patrolled the streets and stationed themselves in the
centre of the refugee camp. A number of boys gathered and threw stones at Israeli
soldiers who, in response, fired rubber-coated metal bullets, sound bombs and
tear gas canisters. As a result, a number of civilians suffered from tear gas
inhalation. No arrests were reported.

 

Around the same time, Israeli forces moved into Beit Ummar. They
patrolled the streets, where some boys gathered and threw stones at them. In
response, the Israeli soldiers fired into the air and fired sound bombs to
disperse the gathering. The Israeli soldiers later withdrew, and neither house
raids nor arrests were reported. This incursion was conducted after the
disappearance of 2 Israeli soldiers in the area had been reported.

 

Around the same time, Israeli forces moved into the area surrounding
Tariq Bin Ziad School and Abu al-Reesh in the centre of the old city in central
Hebron. They deployed in the main street and stopped a number of civilians. A
group of boys and young men gathered to throw stones at the Israeli soldiers
who, in response, fired sound bombs and tear gas canisters at the young men and
in the direction of Tariq Bin Ziad School. As a result, some students suffered
from tear gas inhalation. The Israeli soldiers later arrested Salah ‘Aayed
al-Rahbi (12), under the pretext that he had been throwing stones at them. He
was transferred by military vehicle to the police station of “Karayat Arba’a”,
southeast of the city.

 

At approximately 03:00, Israeli forces moved into Abu al-‘Asja village,
south of Doura, southwest of Hebron. They patrolled the streets for some time
and later withdrew. Neither house raids nor arrests were reported.

 

 

Friday, 05 April 2013

 

At approximately 01:00, Israeli forces moved into Bitounia village, west
of Ramallah. They patrolled the streets for some time and withdrew at
approximately 01:30. Neither house raids nor arrests were reported.

 

At approximately 02:00, Israeli forces moved into Bani Na’aim village,
east of Hebron. They raided and searched a house belonging to the family of
Khalil Mohammed Khalil Manasrah (22), whom they arrested. They later withdrew,
taking him to an unknown destination.

 

At approximately 04:00, Israeli forces moved into the centre of the old
city, central Hebron. They raided and searched a number of houses and
arrested Ahmed Jamal Kamel al-Jo’abah (20) and Majed ‘Abdel Latif Mohammed
Salaymah (15). They later withdrew, taking them to an unknown destination.

 

At approximately 05:00, Israeli forces moved into Saylet al-Harthiyah,
northwest of Jenin. They raided and searched a number of houses and arrested 4
civilians, including 1 child. They later withdrew, taking them to an unknown
destination. The arrested were identified as: Mohammed Sa’aid Shahadah Zayoud
(16); Mus’ab Mustafa al-Taher Khabas (21); Munir Abdel Karim Mahmoud Jaradat
(19); and Shadi Jamil Mahmoud Tahaynah (26).

 

At approximately 13:00, Israeli forces moved into Zaher Soboh area in
Kafr al-Deek village, west of Salfit. They patrolled the streets in the area
and took photographs. They surveyed the area and later withdrew. No further
incidents were reported.

 

At approximately 15:00, a group of young men gathered in the Bab
al-Zawyah area, central Hebron, and set fire to car tyres. They threw stones
and empty bottles at Israeli soldiers who were positioned at a checkpoint at
the entrance of the old city and, in response, the Israeli soldiers randomly
fired sound bombs, tear gas canisters, live bullets, and rubber-coated metal
bullets at the boys. As a result, some of them suffered from tear gas
inhalation.

 

At approximately 16:00, Israeli forces moved into al-‘Arroub refugee
camp, north of Hebron. They patrolled the streets and then stationed themselves
in the centre of the camp. A number of boys gathered to throw stones at the
Israeli soldiers who, in response, randomly fired rubber-coated metal bullets
and tear gas canisters at the boys and nearby houses. As a result, some of the
boys suffered from tear gas inhalation. The Israeli soldiers later withdrew,
and no arrests were reported.

 

Around the same time, Israeli forces moved into Beit Ummar village,
north of Hebron. They patrolled the streets and then stationed themselves on
the main road. A number of boys gathered to throw stones at the Israeli
soldiers who, in response, fired sound bombs, tear gas canisters, and
rubber-coated metal bullets at the boys and nearby houses. As a result, some of
the boys suffered from tear gas inhalation

 

At approximately 19:00, Israeli forces moved into Faqou’a village,
northeast of Jenin. They patrolled the streets for some time and later
withdrew. Neither house raids nor arrests were reported.

 

At approximately 21:00, Israeli forces moved into ‘Abowein village,
northwest of Ramallah. They patrolled the streets for some time and later
withdrew. Neither house raids nor arrests were reported.

 

At approximately 23:20, Israeli forces moved into Kherbet Qays village,
southeast of Salfit. They patrolled the streets for some time and later
withdrew. Neither house raids nor arrests were reported.

 

Saturday, 06 April 2013

 

At approximately
02:30, Israeli forces moved into Jericho. They patrolled the streets for some
time and later withdrew. No arrests were reported.

 

At approximately
03:45, Israeli forces moved into ‘Aaydah refugee camp, north of Bethlehem. They
raided and searched a house belonging to the family of Mohammed Ahmed Salamah
al-Amir (22), whom they arrested. They then raided and searched a house
belonging to the family of Anas Nabhan Nasrallah (21). They later withdrew,
taking al-Ameer to an unknown destination.

 

At approximately
02:30, Israeli forces moved into Jericho. They patrolled the streets for some
time and later withdrew. No arrests were reported.

 

At approximately
08:30, Israeli forces stationed at the border fence with Israel, east of Khan
Younis, opened fire at the houses and farmlands in al-Qararah neighbourhood and
in the vicinity of al-Sreij gate. No injuries were reported.

 

At approximately
10:30, Israeli forces moved into ‘Aaboud village, northwest of Ramallah. They
patrolled the streets for some time and later withdrew. No arrests were

2013

 

At approximately
01:00, Israeli forces moved into a number of neighbourhoods in central Hebron. They
patrolled the streets and then deployed between houses. They raided and
searched a number of houses and then arrested 3 civilians, taking them to an
unknown destination. The arrested persons were identified as: ‘Amer Mohammed
al-Mohtaseb (45); Ahmed Abdel Karim al-‘Aweiwi (30); and Arqam Khaled Ahmaro
(45).

 

Around the same
time, Israeli forces moved into Beit Oula village, west of Hebron. They raided
and searched a house belonging to the family of Diaa’ ‘Izzidin Falah al-‘Emla
(39), whom they arrested. They later withdrew, taking the afore-mentioned
civilian to an unknown destination.

 

Around the same
time, Israeli forces moved into Sa’air village, northeast of Hebron. They
raided and searched a house belonging to the family of Ziad Mohammed Abdullah
Tarwah (23), whom they arrested. They later withdrew, taking the afore-mentioned
civilian to an unknown destination

 

At approximately
01:30, Israeli forces moved into Beitounia village, west of Ramallah. They
patrolled the streets for some time and later withdrew. No further incidents and
no arrests were reported.

 

At approximately
01:55, Israeli forces moved into al-Khodor village, east of Qalqilia. They
raided and searched a house belonging to the family of Mohammed ‘Ali Jaber
Ghoneim (22), to whom they handed a notice referring him to Israeli
intelligence in the “Ghosh Atsyon” complex, south of the city.

 

At approximately
02:00, Israeli forces moved into Soreef village, northwest of Hebron. They
raided and searched a house belonging to the family of Anas ‘Abdel Malek
al-Hore (32), whom they arrested. They later withdrew, taking the afore-mentioned
civilian to an unknown destination.

 

At approximately
03:00, Israeli forces moved into Hosan village, west of Bethlehem. They raided
and searched a house belonging to the family of Jehad ‘Emad al-Sha’er (24), to whom
they handed a notice referring him to Israeli intelligence in the “Ghosh
Atsyon” complex, south of the city.

 

At approximately
10:30, Israeli forces moved into Tulkarm and patrolled the streets of the city.
They then moved their vehicles to the east, moving into the ‘Ezbet al-Tayyah
area, east of the city. They later withdrew. No further incidents and no
arrests were reported.

 

At approximately
14:00, Israeli forces moved into Romanah village, northwest of Jenin. They
patrolled the streets for some time and later withdrew. Neither house raids nor
arrests were reported.

 

At approximately
16:00, Israeli forces moved into ‘Aaneen, northwest of Jenin. They patrolled
the streets for some time and later withdrew. Neither house raids nor arrests
were reported.

 

Around the same
time, Israeli forces moved into Shweika suburb, east of al-Daheriya village,
south of Hebron. They patrolled the streets for some time and later withdrew. Neither
house raids nor arrests were reported.

 

At approximately
21:30, Israeli gunboats positioned off the coast of al-Waha resort, northwest
of Beit Lahia, in the north of the Gaza Strip, launched 3 shells and opened
fire at Palestinian fishing boats that were sailing 2 nautical miles offshore. As
a result, the fishermen returned to shore, fearing that they would be arrested
or wounded. Neither casualties nor material damage were reported.

 

At approximately
22:30, Israeli forces moved into Tulkarm and patrolled the streets of the city.
They later withdrew. No further incidents and no arrests were reported.

 

Monday, 08 April 2013

 

At approximately 00:30, Israeli forces moved into Zeita village, north

At approximately 01:00, Israeli forces moved into al-‘Aroub refugee camp,
north of Hebron. They raided and searched a number of houses and arrested
Mohammed Na’im al-Jaberi (19), and Mohammed Taha al-‘Adarba (16).

 

At approximately 01:30, Israeli forces moved into Um Salamouna, south of
Bethlehem. They raided a house belonging to the family of Shadi Mohammed Hayyan
(22) and presented him with a notice, referring him to Israeli intelligence in the
“Ghosh Ezion” settlement complex, south of the city.

 

At approximately 03:00, Israeli forces moved into Sourif village,
northwest of Hebron. They patrolled the streets and stationed themselves in the
centre of the village. They raided and searched a house belonging to the family
of Mohammed Ahmed al-Hour (25) and arrested him. Israeli forces then moved to
the eastern side of the village and deployed between houses. They raided a
house belonging to the family of Ziad Ahmed Abu al-Reesh (40) and arrested him.
The 2 arrested men were transferred to an unknown destination.

 

At approximately 04:15, Israeli forces moved into al-Dheisha refugee
camp, southwest of Bethlehem. They raided and searched a house belonging to the
family of Hamed Ra’ed Hmeida (22) and arrested him.

 

At approximately 08:30, Israeli forces moved into Jalaboun village, east
of Jenin. They patrolled the streets and took photographs of some buildings.
They later withdrew. Neither house raids nor arrests were reported.

 

At approximately 15:00, Israeli forces moved into Turmasi’ya village,
north of Ramallah. They patrolled the streets for some time and later withdrew.
No arrests were reported.

 

At approximately 15:40, Israeli forces moved into Qalqilia. They
patrolled the streets, and raided and searched a number of stores. They later withdrew.
Neither house raids nor arrests were reported.

 

At approximately 20:10, Israeli forces moved into al-Nabi Elias village,
east of Qalqilia. They patrolled the streets for some time and later withdrew. Neither
house raids nor arrests were reported.

 

At approximately 22:30, Israeli gunboats stationed off the coast of
al-Waha resort, northwest of Beit Lahia, in the north of the Gaza Strip,
launched 3 shells and opened fire at Palestinian fishing boats that were
sailing around 2 nautical miles offshore. As a result, the fishermen returned
to shore, fearing that they would be arrested or wounded. Neither casualties
nor material damage were reported.

 

At approximately 23:00, Israeli forces moved into Jenin. They patrolled
the streets and stationed themselves in the eastern neighbourhood of the city. They
raided and searched a house belonging to the family of Jehad Maher Mohammed Abu
Nejma(20) and arrested him. Israeli forces then re-positioned themselves at the
entrance of Jenin refugee camp. An infantry unit entered the refugee camp and
raided a house belonging to the family of Ibrahim Hassan Ali Jaber (44), arresting
him. Israeli forces later withdrew and transferred the arrested person to an
unknown destination.

 

Around the same time, Israeli forces moved into Kofur Qoud village, west
of Jenin. They patrolled the streets and raided a house belonging to the family
of Mahmoud Sa’id Mohammed Samara (54). They arrested Samara’s 2 sons, Belal (29)
and Sohaib (22). It should be noted that Sohaib Samara’s wedding party was scheduled
for the day after his arrest. Israeli forces had arrested their brother Ammar,
23, on 13 March 2013.

 

Tuesday, 09 April 2013

 

At approximately 00:15, Israeli forces moved into Hares village, north
of Salfit. They raided and searched a number of houses. At approximately 04:45,
they arrested 3 civilians, including 2 children, and transferred them to an
unknown destination. The arrested persons were:

1. Bara’ Maher Hassan Sultan (16);

2. Rami Jehad Ahmed Souf (17); and

3. Edris Ahmed Mohammed Kleib (20).

 

At approximately 00:25, Israeli forces moved into Kofur Qaddoum village,
northeast of Qalqilia. They patrolled the patrolled the streets for some time
and raided a number of houses. At approximately 01:50, they withdrew. No
arrests were reported.

 

At approximately 01:00, Israeli forces moved into Ethna village, west of
Hebron. They raided and searched a number of houses. They arrested Mohammed Abu
Jheisha (23) and Mohammed al-Tmeisi (23).

 

Around the same time, Israeli forces moved into al-Shyoukh village,
northeast of Hebron. They patrolled the streets for some and later withdrew. Neither
house raids nor arrests were reported.

 

Around the same time, Israeli forces moved into Beit Ummar, north of
Hebron. They patrolled the streets for some time and later withdrew. Neither

At approximately 01:30, Israeli forces moved into al-Daheriya village,
south of Hebron. They raided and searched a house belonging to the family of
Abdullah Abu Sharekh (32) and arrested him.

 

At approximately 02:00, Israeli forces moved into al-Koum village, west
of Doura, southwest of Hebron. They patrolled the streets and stationed themselves
in the centre of the village. They raided and searched a house belonging to the
family of Mahmoud Mohammed al-‘Awawda (22) and arrested him.

 

At the same time, Israeli forces moved into Ya’bad village, southwest of
Jenin. They patrolled the streets for some time and later withdrew. Neither
house raids nor arrests were reported.

 

At approximately 02:30, Israeli forces moved into Bruqin village, west
of Jenin. They raided and searched a house belonging to the family of Alaa’
Imad Ali Khalouf (19) and arrested him.

 

At approximately 02:50, Israeli forces moved into Qalqilia. They
patrolled the streets and raided a number of houses. At approximately 05:00,
they withdrew. No arrests were reported.

 

At approximately 04:00, Israeli forces moved into Anabta village, east
of Tulkarm. They patrolled the streets and raided a house belonging to the
family of Fadi Abdul Qader Ibrahim Abu Asal (20).  Abu Asal had been wounded by a bullet to the
right hand on 03 April 2013, when Israeli forces opened fire on a group of
individuals, killing 2 civilians, wounding Abu Asal, and arresting a fourth person.
Israeli forces arrested the afore-mentioned person and detained his brother
Mohammed (16) for some time. They withdrew, transferring Abu Asal to an unknown
destination.

 

Around the same time, Israeli forces moved into Tulkarm. They patrolled
the streets and stationed themselves in the southern neighbourhood of the city.
They raided a house belonging to the family of Mohammed Rashid Saleh Assi (25)
and arrested him.

 

Around the same time, Israeli forces moved into Shweika suburb, north of
Tulkram. They patrolled the streets, raided a house belonging to the family of
Oday Abdul Fattah Mostafa Abu Ahmed (22), and arrested him. The Israeli forces later
withdrew. It should noted that Abu Ahmed is a former prisoner who was released
on 17 May 2012 after serving 8 years in Israeli jails.

 

At approximately 04:30, Israeli forces moved into al-Dheisha refugee camp,
southwest of Bethlehem. They patrolled the streets, raided and searched a house
belonging to the family of Hamed Ra’ed Abu Hmeid (23), a law student at al-Quds
University, and arrested him.

 

At approximately 06:00, Israeli forces moved about 200 metres into the
area east of Khuza’a, east of Khan Yunis, in the south of the Gaza Strip. They
levelled lands adjacent to the border fence until 13:00. Drones flew overhead
and Israeli forces fired sporadically while the levelling operation was
underway. The Israeli forces later withdrew.

 

At approximately 10:00, Israeli forces moved into al-‘Arqa village, west
of Jenin. They patrolled the streets and submitted a notice to Sa’id Helmi
Mohammed Yehya (25) referring him to Israeli intelligence at Salem detention facility,
northwest of Jenin. The Israeli forces later withdrew. Neither house raids nor
arrests were reported.

 

At approximately 11:30, Israeli forces moved into Beit ‘Our al-Tahta,
southwest of Ramallah. They patrolled the streets for some time and later withdrew.
No arrests were reported.

 

At approximately 16:00, Israeli forces moved into Jalaboun village, east
of Jenin. They patrolled the streets, stopped some young men, and took them to
the military jeep, where they were questioned by an Israeli intelligence
officer. The officer ffered the young men his mobile number, advising them to
call him if they needed any help. The Israeli forces withdrew later. Neither
house raids nor arrests were reported.

 

At approximately 17:15, Israeli forces moved into al-Naqoura village,
northwest of Nablus. They patrolled the streets and stationed themselves in
al-Thera’ area, north of Nablus. They later withdrew. Neither house raids nor
arrests were reported.

 

At approximately 18:30, Israeli forces moved into Zeita village, north
of Tulkarm. They patrolled the streets for some time and later withdrew.
Neither house raids nor arrests were reported.

 

 Wednesday, 10 April 2012

 

At approximately
01:00, Israeli forces moved into al-Aroub refugee camp, north of Hebron. They raided
and searched a number of houses and arrested Mohammed Khaled al-Jundi (18) and
Mousa Amjad al-Titi (18). They beat the young men and transferred them by the
military jeep to an unknown destination. Jehad al-Badawi told a PCHR
fieldworker that Israeli forces had also raided and searched a house belonging
to the family of Mohammed al-Mughrabi (34). As the Israeli forces withdrew,
they had fired gas canisters between the houses.

 

At approximately 01:30,
Israeli forces moved into Nablus. They patrolled the streets, and raided and
searched a number of houses. They arrested Darwaza (20) and Hakam Marwan Hosni
al-Reesha (19) from their homes in the north of the city.

 

At approximately
02:00, Israeli forces moved into the Um al-Sharayet neighbourhood, southwest of
al-Bireh. They raided a house belonging to the family of Tha’er Aziz Mohammed
Halahla (34) and broke the main gate of the house, which is on the third floor.
They arrested Halahla and transferred him to al-Masqubia detention facility in
Jerusalem. Moreover, they confiscated his cell phone and laptop. It should be
noted that Halahla, who is from Hebron, was released from an Israeli jail 10
months ago, following a 78-day hunger strike in protest at his 2-year administrative
detention.

 

Around the same time,
Israeli forces moved into the Old Town of Hebron. They raided and searched a
house belonging to the family of Omar Ezz Eddin al-Ja’bari (24) and arrested
him.

 

Around the same
time, Israeli forces moved into Yatta, south of Hebron. They patrolled the streets
and raided a house belonging to the family of Rateb al-Jbour (50), Coordinator
of the Popular Committee against Settlements. They handed him a notice,
referring him to Israeli intelligence. No arrests were reported.

 

At approximately
04:00, Israeli forces moved into Shweika suburb, north of Tulkarm. They
patrolled the streets and stationed themselves in the centre of the suburb. They
raided and searched a house belonging to the family of Mohammed Abdul Rahman
Mohammed Bahti (43) and arrested him. They then raided a house belonging to
Bahti’s brother, Yehya (36), and arrested him. The Israeli forces withdrew
later.

 

At approximately
07:00, Israeli forces moved 200 metres from Abu Rida gate into the east of
Khuza’a village, east of Khan Yunis, in the south of the Gaza Strip. They levelled
lands adjacent to the border fence for a number of hours and later withdrew.

 

At approximately
19:00, Israeli gunboats stationed off the al-Waha resort, northwest of Beit
Lahia, in the north of the Gaza Strip, opened fire at Palestinian fishing boats

2. Use of excessive force against peaceful demonstrations
protesting settlement activities and the construction of the annexation wall

 

During the reporting period, Israeli forces used excessive force against
peaceful demonstrations organised by Palestinian civilians and international
and Israeli human rights defenders in protest at the construction of the annexation
wall and settlement activities in the West Bank. As a result, Bilal Abdul-Salam
Hassan Tamimi (47) sustained burns in the face after being sprayed with pepper
spray. It should be noted that Tamimi is the photographer for the Movement for
Popular Resistance against the Construction of the Annexation Wall and
Settlement Activity in Nabi Saleh village. Dozens more civilians suffocated due
to tear gas inhalation; others sustained bruises.

 

Palestinian civilians also organised peaceful demonstrations in
solidarity with Palestinian prisoners in Israeli jails, particularly those on
hunger strike, as well as a demonstration in commemoration of the 37th
anniversary of Land Day. Other demonstrations were organised following the
death of prisoner Maysara Abu-Hamdiya, who was a cancer patient in
Soroka Medical Centre in Be’ersheba. Israeli forces used excessive force
against these demonstrations. As a result, 5 Palestinian civilians, including 1
child and 1 woman, sustained injuries. Dozens of civilians suffered from tear
gas inhalation; others sustained bruises.

 

 

Demonstrations against the construction of the annexation
wall and settlement activity

 

At approximately
12:00 on Friday, 05 April 2013, dozens of Palestinian civilians, activists with
the Popular Committees against Settlement Activity and the Hebron Defence
Committee, and international human rights activists gathered in al-Haraiek
area, southeast of Hebron, for a peaceful demonstration calling for the route
linking Hebron to its southern villages to be reopened; it has been closed for
the past 12 years. These villages are al-Rayhia, al-Thaheria, Doura, and al-Fawar
Refugee Camp. Upon arrival at the steel gate which blocks the road leading to Bypass
Road 60, Israeli forces surrounded the area and declared it a closed military
zone, ordering the demonstrators to leave immediately. The soldiers fired tear
gas canisters and sound bombs at the demonstration. A number of protesters
fainted as a result of tear gas inhalation.

 

Following the Friday
Prayer, dozens of Palestinian civilians and international and Israeli human
rights defenders organised a peaceful demonstration in Bil’in village, west of
Ramallah, in protest at the construction of the annexation wall and in
solidarity with the prisoners on hunger strike inside Israeli jails. The
demonstrators marched through the streets of the village, chanting slogans calling
for national unity. The protesters were emphasising the need to adhere to
national principles and the right of return, to resist the occupation and to
call for the release of all Palestinian prisoners. The protesters raised
Palestinian flags and pictures of prisoners and made their way towards the
lands adjacent to the annexation wall. Israeli forces had closed all entrances
to the village since early morning to prevent Palestinians, journalists, and
international activists from joining the protest. The protesters raised
Palestinian flags and made their way towards the wall. They called through
megaphones for Israeli settlers in “Mitityahu” settlement to leave Palestinian
land. Israeli soldiers stationed in the area fired rubber-coated metal bullets,
sound bombs, and tear gas canisters at the demonstrators. As a result, dozens
of demonstrators suffered from tear gas inhalation and others sustained
bruises.

 

Also following the
Friday Prayer, dozens of Palestinian civilians and international and Israeli human
rights defenders organised a peaceful demonstration in Ni’lin village, west of
Ramallah, in protest at the construction of the annexation wall, settlement
activities and in solidarity with the Palestinian prisoners on hunger strike
inside Israeli jails, especially Samer al-‘Issawi. The demonstrators moved
towards the annexation wall. Immediately, Israeli soldiers stationed in the
area fired rubber-coated metal bullets, sound bombs, and tear gas canisters at
the demonstrators. As a result, dozens of demonstrators suffered from tear gas
inhalation and others sustained bruises.

 

Around the same time
on Friday, dozens of Palestinian civilians and Israeli and international
human rights defenders gathered in the Martyrs Square in Nabi Saleh village,
northwest of Ramallah, to hold a weekly peaceful protest against the
construction of the annexation wall and settlement activities, in solidarity
with Palestinian prisoners inside Israeli jails, and in commemoration of the 37th
anniversary of Land Day. The protesters walked towards Palestinian lands that
Israeli settlers from the nearby “Halmish” settlement are trying to
seize. Israeli forces closed all entrances to the village in the morning to
prevent Palestinians, international activists and journalists from joining the
demonstration. Upon their arrival in the afore-mentioned area, Israeli soldiers
fired live and rubber-coated bullets, sound bombs, and tear gas canisters at
the protesters and civilian houses in the area, and chased the demonstrators
into the village. As a result, Bilal Abdul-Salam Hassan Tamimi (47) sustained
burns in the face after being sprayed with pepper spray. It should be noted that

Following Friday
Prayer, dozens of inhabitants of al-Mas’ra village, south of Bethlehem,
international and Israeli human rights activists, activists in the Popular Resistance
Committees and the Volunteer Work Committee, and mothers of Palestinian
prisoners gathered for the weekly peaceful demonstration against the
construction of the annexation wall and settlement activity. The demonstration
started outside Shomou’ Cultural Centre in the centre of the village. The
participants carried Palestinian flags and signs against the occupation while
they roamed the streets of the village. Upon their arrival at the wall, demonstrators
discovered that Israeli forces had closed all the entrances to the village,
established a checkpoint by its western entrance, and prevented the civilians
from reaching their lands. The Israeli soldiers fired tear gas canister at the
demonstrators; as a result, a number of them suffered from tear gas inhalation,
and a number of them fainted.

 

At approximately
13:20 on Friday, dozens of Palestinian civilians and international human rights
defenders organised a peaceful demonstration in the centre of Kufor Kadoum
village, northeast of Qalqilya, in protest at the continuous closure of the
eastern entrance of the village since the outbreak of al-Aqsa Intifada. Israeli
forces denied the demonstrators access to the afore-mentioned gate and fired
sound bombs and tear gas canisters intensively at the group; as a result, a
number of demonstrators suffered from tear gas inhalation.

 

Other peaceful demonstrations

 

At approximately
12:00 on Thursday, 04 April 2013, dozens of Palestinian youths gathered, blocked
the entrance to Fawar refugee camp, south of Hebron, and set fire to rubber tyres.
Israeli forces arrived at the scene and soldiers deployed in the area. The
demonstrators threw stones and empty bottles at the soldiers, who chased them
across farmlands and fired rubber-coated metal bullets, sound bombs, and tear
gas canister directly at them. As a result, a number of the demonstrators suffered
from tear gas inhalation.

 

At approximately
13:30, dozens of Palestinian civilians gathered in the Um Rokba area, at the
southwestern entrance of al-Khader village, south of Bethlehem, for a
demonstration in solidarity with Palestinian prisoners inside Israeli jails. The
demonstrators threw stones at Israeli forces stationed in the area. Immediately,
the Israeli forces fired tear gas canisters and sound bombs at the demonstrators
and nearby civilian houses. As a result, 2 children sustained injuries; a
17-year-old male sustained a bullet wound to the left side of the head and a
16-year-old male sustained a bullet wound to the head.

 

On Thursday evening,
dozens of Palestinian boys and teenagers gathered near the annexation wall, on
the southern side of Beit Loqia village, southwest of Ramallah. The
demonstrators threw rocks at the Israeli soldiers stationed behind the wall who,
in response, fired rubber-coated metal bullets, tear gas canisters, and sound
bombs at them and chased them across the olive fields. As a result, an
18-year-old boy sustained a bullet wound to the right cheek and was transferred
to Palestine Health Complex in Ramallah for treatment. A number of Palestinian
civilians suffered from tear gas inhalation; others sustained bruises.

 

Following the Friday
Prayer, 05 April 2013, dozens of Palestinian boys and teenagers gathered near
the annexation wall, on the southern side of Beit Loqia village, southwest of
Ramallah. The demonstrators threw rocks at the Israeli soldiers stationed
behind the wall who, in response, fired rubber-coated metal bullets, tear gas
canisters, and sound bombs at them and chased them across the olive fields. As
a result, a number of Palestinian civilians suffered from tear gas inhalation;
others sustained bruises.

 

At noon on Friday,
dozens of Palestinian youths gathered at the southern entrance of al-Jazloun refugee
camp, north of Ramallah, near the southeastern entrance of the camp, behind the
UNRWA Camp School for Boys. The boys were 300 metres from the fence surrounding
“Beit El” settlement. The boys threw rocks at the settlement fence;
in response, Israeli soldiers fired live bullets, rubber-coated metal bullets,
tear gas canisters, and sound bombs at them. As a result, 16-year-old Ahmed
Othman Jamil Safi sustained a bullet wound to the back of his head and was
transferred to Palestine Health Complex for treatment. A number of Palestinian
civilians suffered from tear gas inhalation; others sustained bruises.

 

Around the same
time, dozens of Palestinian youths gathered in the Um Rokba area, at the
southwestern entrance of al-Khader village, south of Bethlehem, for a
demonstration in solidarity with Palestinian prisoners inside Israeli jails. The
demonstrators threw stones at Israeli forces stationed in the area. Immediately,
the Israeli forces fired tear gas canisters and sound bombs at the demonstrators
and nearby civilian houses; some of the demonstrators fainted due to tear gas
inhalation. As a result, an 18-year-old male sustained a bullet wound to the
chest; the patient was transferred to Beit Jala Public Hospital for treatment.

 

Following the Friday
Prayer, on 05 April 2013, dozens of Palestinian civilians gathered at Martyrs’
Square in the centre of Nablus and organized a peaceful demonstration in
solidarity with the Palestinian prisoners on hunger strike inside Israeli
prisons. The demonstrators roamed the streets of the city and made their way towards
Howara checkpoint at the southern entrance of the city. Israeli forces closed
the checkpoint to prevent other Palestinians and journalists from joining the
demonstrators. The demonstrators threw stones at Israeli forces stationed at
the checkpoint, and Israeli forces fired tear gas canisters and sound bombs at
them. As a result, many of the demonstrators suffered from tear gas inhalation.

 

At approximately
12:40 on Saturday, 06 April 2013, dozens of Palestinian civilians gathered in the
Um Rokba area, at the southwestern entrance of al-Khader village, south of
Bethlehem, for a demonstration in solidarity with Palestinian prisoners inside
Israeli jails. The demonstrators threw stones at Israeli forces stationed in
the area. Immediately, Israeli forces fired tear gas canisters and sound bombs
at the demonstrators and nearby civilian houses; some demonstrators fainted due
to tear gas inhalation. The family of Khaled Khalil Marzouq Salah, including
his 10-month-old child and his mother, suffered tear gas inhalation after Israeli
forces fired a tear gas canister directly into his house. Amna Ali Khader Salah
(45) sustained a bullet wound to her back while she was standing in front of
her house in the Um Rokba area. She was taken to Beit Jala Public Hospital for
treatment, where her injuries were described as minor.

 

At approximately
14:45 on Sunday, 07 April 2013, dozens of Palestinian civilians gathered in the
Um Rokba area, at the southwestern entrance of al-Khader village, south of
Bethlehem, for a demonstration in solidarity with Palestinian prisoners inside
Israeli jails. The demonstrators threw stones at Israeli forces stationed in
the area. Immediately, Israeli forces fired tear gas canisters and sound bombs
at the demonstrators and nearby civilian houses; as a result, Ahmed Fathi
al-Shwaiky (19) was hit in the head by a tear gas canister. He was transferred
to Beit Jala Public Hospital for treatment where his injuries were described as
moderate. A number of al-Khader Sports Team players suffered from tear gas
inhalation, while they were practicing in al-Khader Stadium nearby, after
Israeli soldiers fired tear gas canisters in the parking lot.

 

At approximately
14:00 on Monday, 08 April 2013, dozens of Palestinian civilians, activists in
popular and national committees, and international human rights defenders,
gathered in the centre of Bait Ummar village, north of Hebron for a
demonstration in protest at the visit of the United States Secretary of State
and in solidarity with prisoners on hunger strike. The demonstrators headed
towards the eastern entrance of the village, linked to Bypass Road 60. As they
approached the bypass road, which is considered the main route for settlers’
vehicles, Israeli forces deployed in the area fired sound bombs and tear gas
canisters at the demonstration to stop them from reaching the bypass road and
closing it. As a result, a number of participants suffered from tear gas
inhalation. In his testimony to a PCHR fieldworker, Youssif Abu-Maria, a member
of the Popular Committee against Settlement Activity, said that a large number
of Israeli soldiers and police had raided the area and tried to arrest the
participants in the demonstration. He added that they had detained activist ‘Eissa
al-‘Omla (36) for a few hours, as well as one of the international activists.

 

On Monday evening,
dozens of Palestinian children and young people gathered at the northern
entrance of ‘Ayda refugee camp, north of Bethlehem. The demonstrators threw
stones and empty bottles at the Israeli soldiers stationed in the military
watchtower. Israeli forces fired rubber-coated metal bullets, sound bombs, and
tear gas canisters at the demonstrators. At approximately 19:35, Mohammed Walid
al-‘Azza (23), Laji’ Centre’s correspondent in the camp, was struck with a
rubber-coated metal bullet in the right side of his face. He was transferred to
the Bethlehem Arab Society for Rehabilitation in Beit Jala for treatment, where
he will undergo surgery. His condition was described as stable.

 

At approximately
16:40 on Tuesday, dozens of Palestinian children and young people gathered at
the northern entrance of ‘Ayda refugee camp, north of Bethlehem. The
demonstrators threw stones and empty bottles at the Israeli soldiers stationed
in the military watchtower. Israeli forces fired rubber-coated metal bullets,
sound bombs, and tear gas canisters at the demonstrators. As a result,
18-year-old Sajid ‘Eid Jawarish was struck with a rubber-coated metal bullet in
the right foot. The Israeli soldiers arrested Jawarish after he had sustained
the injury and prevented Palestine Red Crescent Society (PRCS) medics from
treating him. A 21-year-old male was struck with a rubber-coated metal bullet
in the left side of his head; he was transferred to Beit Jala Public Hospital
for treatment. His condition was described as stable.

 

 

3. Continued closure of the oPt

 

Israel has continued to impose a
tightened closure on the oPt, imposing severe restrictions on the movement of
Palestinian civilians in the Gaza Strip and the West Bank, including occupied
East Jerusalem.

 

Gaza Strip

 

Israel has continuously closed all border crossings to the Gaza Strip
for more than 5 years. The illegal Israeli-imposed closure of the Gaza Strip,
which has steadily tightened since June 2007, has had a disastrous impact on
the humanitarian and economic situation in the Gaza Strip.

 

Israeli forces have tightened the closure of the Gaza
Strip, making Karm Abu Salem crossing the sole commercial crossing of the Gaza
Strip, although it is not suitable for commercial purposes, in terms of its
operational capacity and distance from markets.

 

Israeli forces have continued to apply the policy,
which is aimed at  preventing economic
development in the Gaza Strip, by imposing total control over the flow of
imports and exports.

The total closure of al-Mentar (“Karni”)
crossing since 02 March 2011 has seriously affected the economy of the Gaza
Strip. Following this closure, all economic and commercial establishments in the
Gaza Commercial Zone were shut off. It should be noted that al-Mentar crossing
is the biggest crossing in the Gaza Strip, in terms of its capacity to absorb
the flow of imports and exports. The decision to close al-Mentar crossing was
the culmination of a series of decisions resulting in the complete closure of
the Sofa crossing, east of the Gaza Strip in the beginning of 2009, and the
Nahal Oz crossing, east of Gaza City, which was dedicated for the delivery of
fuel and cooking gas to the Gaza Strip, in the beginning of 2010.

 

Israeli forces have continued to impose a total ban on
the delivery of raw materials to the Gaza Strip, except for very limited items
and quantities. The limited quantities of raw materials allowed into Gaza do
not meet the minimal needs of the civilian population of the Gaza Strip.

 

The cooking gas crisis, which erupted last November,
has continued to affect the Gaza Strip. This crisis was created on 04 January
2010, when Israeli authorities completely closed the Nahal Oz crossing, which was
dedicated to the delivery of fuel and cooking gas supplies to Gaza. They
shifted the transport of fuel and cooking gas supplies to the Karm Abu Salem
crossing, which is not equipped to receive enough quantities of fuel to meet Gaza
needs. The Karm Abu Salem crossing, when operating at full capacity, can
receive only 200 tonnes of cooking gas per day.

 

Approximately 80% of
people in the Gaza Strip continue to depend on humanitarian aid provided
by UNRWA and other relief agencies. The number of families who are living below
the poverty line has continued to increase. Approximately 40% of Gaza’s
manpower continues to suffer from permanent unemployment as the majority of
Gaza’s businesses have closed down.

 

Israeli forces have continued to impose a total ban on
the export of products from the Gaza Strip, especially industrial products,
undermining any real chance of reopening businesses. The situation has been
aggravated since the Karm Abu Salem crossing was designated as Gaza’s sole
commercial crossing; the repeated closure of this crossing negatively affects
the quantity of products which are allowed to be exported from the Gaza Strip.

 

For almost 6 consecutive years, Israeli
forces have continued to prevent the delivery of construction materials to the Gaza
Strip. During the reporting period, Israeli forces approved the delivery of
limited quantities of construction materials for a number of international
organisations.

 

Israel has continued to close
the Beit Hanoun (“Erez”) crossing for the majority of Palestinian citizens from
the Gaza Strip. Israel only allows the movement of limited groups, with long
hours of waiting in the majority of cases. Israel has continued to adopt a
policy aimed at reducing the number of Palestinian patients allowed to move via
the Beit Hanoun crossing to receive medical treatment in hospitals in Israel or
in the West Bank and East Jerusalem. Israel denied permission to access
hospitals via the crossing for new categories of patients from the Gaza Strip.

 

Israel has imposed additional
access restrictions on traders, international diplomats, journalists, and
humanitarian workers seeking to enter the Gaza Strip.

crossing was closed to all travellers on Wednesday and Thursday, 27 and 28
March 2013, from 08:00 to 13:00, for Jewish holidays.

The
crossing was completely closed on Friday, 29 March 2013, for Jewish holidays, but
was opened exceptionally for humanitarian cases from 08:00 to 13:00.

The
crossing was completely closed on Sunday, 31 March 2013, for Jewish holidays,
but was opened exceptionally for humanitarian cases from 08:00 to 13:00.

The

On Tuesday, 02 April 2013, Israeli forces allowed the
export of 220,000 flowers and returned 9 truckloads of plastic containers.

On Thursday, 04 April 2013, Israeli forces allowed the
export of 75,000 flowers and returned 6 truckloads of plastic containers.

On Sunday, 07 April 2013, Israeli forces allowed the
export of 68,000 flowers and returned 6 truckloads of plastic containers.

 

Other Imports:

 

On Tuesday, 02 April 2013, Israeli forces allowed the
entry of 466 tonnes of cement; 89 tonnes of construction steel for UNRWA; 32
tonnes of cement for the German Development Bank (GDB); 112 tonnes of
foodstuffs for the World Food Programme (WFP); and 6,340 tonnes of construction
aggregate and 40 tonnes of white cement for the private sector. They also
allowed the entry of 546 tonnes of fodder and 156 tonnes of wheat.

On Wednesday, 03 April 2013, Israeli forces allowed
the entry of 280 tonnes of cement, 32 tonnes of construction steel, 2,730 tonnes
of construction aggregate, 135 tonnes of cooking oil for UNRWA; 32 tonnes of
blankets for ANERA; 53 tonnes of cooking oil for WFP; and 1,260 tonnes of
construction aggregate, 68 tonnes of construction steel, and 40 tonnes of
cement for the GDB. They also allowed the entry of 936 tonnes of fodder and 156
tonnes of wheat.

On Thursday, 04 April 2013, Israeli forces allowed the
entry of 480 tonnes of cement, 102 tonnes of construction steel, and 4,620 tonnes
of construction aggregate, 7 tonnes of stationery, and 32 tonnes of chocolate
pudding for UNRWA; 15 tonnes of soap for Catholic Relief; 40 tonnes of white
cement and 75 tonnes of cement for the GDB; and 61 tonnes of medicine for the
Ministry of Health. They also allowed the entry of 936 tonnes of fodder and 156
tonnes of wheat.

On Sunday, 07 April 2013, Israeli forces allowed the entry
of 500 tonnes of cement, 66 tonnes of construction steel, 2,170 tonnes of
construction aggregate, 630 tonnes of base course, 130 tonnes of cooking oil,
64 tonnes of milk, and 30 tonnes of chocolate pudding for UNRWA; 62 tonnes of
cooking oil and 15 tonnes of hummus for WFP; 4 tonnes of medicine for ICRC; 70
tonnes of cement for the Water Authority; 14 tonnes of electricity supplies for
the electricity company; and 48 tonnes of wheat for al-Salah Association. They
also allowed the entry of 858 tonnes of fodder and 78 tonnes of wheat.

 

It should be noted that Karm Abu Salem (“Kerem Shalom”)
crossing was completely closed on Monday, 08 April 2013, Tuesday, 09 April 2013,
and Wednesday, 10 April 2013, after home-made rockets were fired from the Gaza
Strip into Israel.

 

Israel has imposed a
tightened closure on the West Bank. During the reporting period, Israeli forces
imposed additional restrictions on the movement of Palestinian civilians:

 

Ramallah: Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians. At approximately 09:30
on Thursday, 04 April 2013, Israeli forces were present at and operating ‘Atara checkpoint at the northern
entrance of Birzeit, north of the city
. They later withdrew, and no
arrests were reported. At approximately 17:30, they established a checkpoint at
the entrance of Beit Loqya village, southwest of Ramallah, and detained a
number of civilians. The checkpoint was later removed, and no arrests were
reported.

At approximately 09:30 on Friday, 05 April 2013,
Israeli forces established a checkpoint at the entrance of ‘Aaboud village,
northwest of Ramallah. The checkpoint was later removed and no arrests were
reported. At approximately 10:00 on Sunday, 07 April 2013, Israeli forces established a
checkpoint at the entrance of Kafr ‘Ein village, northwest of the city
.
At approximately 19:30, they
re-established
 at ‘Atara checkpoint at the northern
entrance of Birzeit, north of the city
.

 

Hebron: Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians. At approximately 07:00
on Thursday, 04 April 2013, Israeli forces detained a number of teachers from
al-Fakhit Elementary School, southeast of Yatta, south of the city, claiming
that that area is a closed military zone, and “civilians are denied access to
it if they were not given a prior permission by the Israeli competent
authorities.” At approximately 14:00, they established a checkpoint at
al-Hawawer intersection, which connects Halhoul and Bypass Road 60, north of
Hebron. At approximately 15:30 on Monday, 01 April 2013, Israeli forces
established a checkpoint at Mothalath al-Aqba village, south of Dora, southwest
of Hebron. At approximately 16:00, they established a checkpoint at the
entrance of al-Fawwar refugee camp, south of Hebron. All checkpoints were later
removed, and no arrests were reported.

At approximately 16:00 on Friday, 05 April 2013,
Israeli forces established a checkpoint at the entrance of al-‘Arroub refugee
camp, as the entrance connects Bypass Road 60, north of city. The checkpoint
was later removed, and no arrests were reported.

At approximately 14:00 on Sunday, 07 April 2013,
Israeli forces established two checkpoints; the first one was established at
the entrance of al-Jalajel village, east of Hebron, and the other one was
established at the entrance of al-‘Arroub refugee camp, north of the city. At
approximately 16:00, they established another checkpoint at the entrance of
Raboud village, south of Dora, southwest of Hebron. All checkpoints were later
removed, and no arrests were reported

At approximately 07:30 on Monday, 08 April 2013,
Israeli forces established two checkpoints; the first one was established at
the entrance of Sa’air village, northeast of Hebron, and the other one was
established at the entrance of al-Zaheriyah, south of the city. The 2
checkpoints were later removed, and no arrests were reported.

At approximately 15:00 on Tuesday, 09 April 2013,
Israeli forces established a checkpoint at the entrance of al-Samou’a, south of
Hebron. The checkpoint was later removed, and no arrests were reported.

 

Qalqilya: Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians. At approximately 18:10
on Thursday, 04 April 2013, Israeli forces established a checkpoint at the
intersection of Jeet village, northeast of Qalqilya. At approximately 22:00,
they established 2 similar checkpoints; the first one was established near
‘Azoun village, east of the city, and the other one was established between the
villages of al-Nabi Elias and ‘Ezbet al-Tabib, east of the city. All
checkpoints were later removed, and no arrests were reported.

At approximately 21:00 on Friday, 05 April 2013,
Israeli forces established a checkpoint at the entrance of Jeet village,
northeast of Qaqilya. At the same time, they established a checkpoint at the
entrance of Amateen village, northeast of the city. The two checkpoints were later
removed, and no arrests were reported.

At approximately 18:10 on Saturday, 06 April 2013,
Israeli forces established a checkpoint at the intersection of Jeet village,
northeast of Qalqilya. At approximately 22:00, they established another
checkpoint between the villages of al-Nabi Elias and ‘Ezbet al-Tabib, east of
the city. They also established another checkpoint at the entrance of Amateen
village, northeast of the city. The 2 checkpoints were later removed, and no
arrests were reported.

 

Tulkarm: Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians. At approximately 08:30
on Thursday, 04 April 2013, Israeli forces established a checkpoint on the main
road between Tulkarm and Nablus, where the previous checkpoint was, near the
gate of Jbarah village, which is isolated from its surroundings as a result of
the annexation wall, south of Tulkarm. The checkpoint was later removed, and no
arrests were reported. At approximately 21:30 on Saturday, 30 March 2013, Israeli
forces stationed at ‘Inab checkpoint, which is established on the main road
between Tulkarm and Nablus, east of Tulkarm, tightened restrictions imposed on
Palestinians and obstructed their movement. The increase in restrictions later
ended, and no arrests were reported. At approximately 10:30 on Saturday, 06
April 2013, Israeli forces stationed at ‘Inab checkpoint, which is established
on the main road between Tulkarm and Nablus, east of Tulkarm, tightened
restrictions imposed on Palestinians and obstructed their movement. A
demonstration of “Fighters for Peace” association arrived at the checkpoint
condemning the death of two Palestinians at the aforementioned checkpoint on
Wednesday, 03 April 2013. Activists raised banners with multi-lingual writings
on it that condemn checkpoints. As a result, Israeli forces brought military
reinforcements and declared it a military zone. Israeli forces later reopened
the checkpoint to traffic, and no more incidents were reported. At
approximately 11:30, Israeli forces established a checkpoint at the entrance of
Qofein village, north of Tulkarm. At approximately 15:30, Israeli forces
established another checkpoint on the road between ‘Ezbet Shofah and Shofah
villages, southeast of the city. At approximately 21:30, they established a
checkpoint on the main road between Tulkarm and Nablus, near the intersection
of Beit Leed village, east of Tulkarm. At the same time, they established a
similar checkpoint at the entrance of Ramin village, northeast of the city. All
checkpoints were later removed, and no arrests were reported. At approximately
21:30, they established a similar checkpoint on the main road between Tulkarm
and Nablus near the intersection of Beit Leed village, east of Tulkarm. At the
same time, they established another checkpoint at the entrance of Rameen
village, northeast of the city. All checkpoints were removed, and no arrests
were reported.

At approximately 08:30 on Tuesday, 09 April 2013,
Israeli forces stationed at ‘Inab checkpoint, which is established on the main
road between Tulkarm and Nablus, east of Tulkarm, tightened restrictions
imposed on Palestinians and obstructed their movement. At approximately 09:00,
they established a checkpoint at the entrance of Far’on, south of Tulkarm. At
approximately 19:00, Israeli forces established another checkpoint near Baqet
al-Sharqiya village, north of the city. The two checkpoints were later removed,
and no arrests were repoted.

At approximately 06:30 on Wednesday, 10 April 2013,
Israeli forces established a checkpoint on the main road between Tulkarm and
the northern villages of Tulkarm. The checkpoint was later removed, and neither
more incident nor arrests were reported.

 

Jenin: Israeli forces have continued to impose severe
restrictions on the movement of Palestinian civilians. At approximately 12:30
on Saturday, 06 April 2013, Israeli forces established a checkpoint at the
entrance of Kfeiret village, southwest of Jenin. At the same time, they
established a checkpoint at the entrance of Ya’abod village, southwest of the
city. At approximately 21:00, Israeli forces re-established the checkpoint on
the same spot for hours, and removed it later. No more incidents were reported.
All checkpoints were later removed, and no arrests were reported. At
approximately 10:00 on Monday, 08 April 2013, Israeli forces positioned at
al-Jalmah checkpoint separating Jenin from Israel, closed the checkpoint for
the movement of Palestinians. Eyewitnesses told a PCHR fieldworker that Israeli
forces kept the checkpoint closed untill 12:30 of the same day and then
reopened it. No more incidents were reported. At approximately 23:00, Israeli
forces established a checkpoint at the entrance of Faqou’a, northeast of Jenin.
The checkpoint was later removed, and no arrests were reported.

Detention at military
checkpoints

 

At approximately 17:00 on Thursday, 04 April 2013,
Israeli forces, which were deployed in the old city in central Hebron, arrested
‘Obaydah ‘Awad Taleb al-Ragabi (14) and Islam Ishaq Abu ‘Eishah (16) as they
were near Sha’a al-Shalalah. Israeli forces claimed that the aforementioned
children threw stones at them.

At approximately 08:30 on Monday, 08 April 2013,
Israeli forces established a checkpoint on the road between Qofein and
al-Nazleh al-Gharbiyeh villages. They then arrested Merwan Bassam Yousif Sabah
(22) while he was passing the checkpoint and took him to an unknown
destination.

On the aforementioned Monday, Israeli forces arrested
‘Emad Hasan Diab Abu Zaitoun (36) from Zaboubah village, northwest of Jenin
when he was on his way to visit his brother, a prisoner in “Majdo” prison
inside Israel. A security source told a PCHR fieldworker that Israeli forces
arrested the aforementioned civilian on suspicion of allegedly intending to
smuggle a cell phone to his detained brother.

 

5.
Settlement activities and attacks by settlers against Palestinian civilians and
property

 

In the evening of Thursday, 28 March 2013, a group of settlers,
protection by Israeli forces and military vehicles, raided the lands of
Palestinian civilians from Silat al-Thaher village, south of Jenin, where the
evacuated “Homesh” settlement used to be. According to local sources,
dozens of settlers arrived at the scene in a number of buses, accompanied by
large units of Israeli forces, where they then practiced some Talmudic rituals
before withdrawing from the scene. No other incidents were reported. It should
be noted that the settlers visit the site of the former settlement every month
for religious rituals, under strict protection from Israeli forces, since the
settlement was evacuated in September 2005.

 

In the early morning of Friday, 29 March 2013, dozens of settlers coming
from “Daniel” settlement outpost, located south of al-Khader village,
south of Bethlehem, uprooted 200 olive seedlings in the al-Mustafy area,
adjacent to the settlement outpost. They attacked land is the property of Ahmed
Nabhan Moussa (65). Moreover, the settlers vandalized the walls in the area,
and threatened Palestinian civilians with violence. In his statement to a PCHR
fieldworker, Ahmed Salah, coordinator of the Popular Committee against
Settlement Activity, said that the Young Men’s Christian Association (YMCA) had
planted olive seedlings in al-Mustafy area last year, within its activities to
empower the civilians and farmers and their resistance.

 

At approximately 06:45 on Sunday, 31 March 2013, approximately 230
settlers, some of them armed, from “Efrat” and “Gush
Etzion” settlements, south of Bethlehem, raided Solomon pools area, west
of Artas village, southwest of the city. The settlers performed some Talmudic
rituals in the area, under the protection of Israeli forces. In his testimony
to a PCHR fieldworker, Adnan Attallah, member of the Popular Committee against
Settlement Activity, stated that the villagers and activists of the popular
committee stopped halted settlers who were trying to make the former leave the
area by threatening them with firearms. The settlers also forbid journalists
from recording the incident. He added that the settlers had maps and documents
of the area and were distributing them; these maps showed that Solomon Pools
are located within archeological sites of “Gush Etzion” settlement.
Before withdrawing, the settlers threatened that they would come back to the
area on a daily basis.

 

At approximately 19:00 on Sunday, a group of settlers from
“Yitzhar” settlement entered Palestinian civilians’ lands south of
Nablus, threw stones at school buses with students from Ramon School for Girls
on it, who were on their way back to a village, northeast of Qalqilya,
returning from a fieldtrip to the city. As a result, 11-year-old Bushra Farah
Abdul-Qader Kohla (11) sustained cuts in the right side of her face after a
stone hit her in the face. Moreover, a number of students panicked, and of
them, Amal Ahmed Kahla, fainted and was transferred to Rafidia Surgical
Hospital in Nablus in a private car. Additionally, many others sustained
scratches because of the scattered glass.

 

At approximately 09:00 on Monday, 01 April 2013, a group of settlers
from “Ovijal” settlement, established on Palestinian lands east of
Yatta, south of Hebron, attacked Palestinian farmers and shepherds in Um
al-‘Arayes area, east of the city. As a result, Jihad Salama Shihda Mkhamra
(45) sustained minor bruises when he fell as settlers were chasing the farmers.
He was transferred to Yatta Public Hospital for treatment in a private vehicle.

 

Around the same time, a group of settlers from “Mitzpe Yair”
and “Ovijal” settlements, established on Palestinian lands in Be’r
al-Ad area, east of Yatta, attacked shepherds of the al-Nawa’ja family and beat
them. Israeli forces intervened when the shepherds attempted to defend
themselves, and arrested Ziad Younis Abu-‘Aram (55) and transferred him to an
unknown destination.

 

At approximately 15:30 on Tuesday, 02 April 2013, dozens of settlers
from “Havat Maon” settlement, established on Palestinian lands east
of Yatta, attacked Palestinian farmers while on their farms, east of al-Twana
village, and addressed them with profane language and anti-Islam slogans. The
settlers expelled the farmers and shepherds from the area, under the protection
of Israeli forces.

 

Around the same time, a number of settlers from “Maon”
settlement, established on Palestinian lands south of Yatta, raided farmlands
in al-Hamra area, east of Yatta, and burned a number of olive trees belonging
to Ibrahim Khalil Mahmoud Rab’i (45). In his testimony to a PCHR fieldworker,
Rateb al-Jabour said that a number of armed settlers, protected by Israeli
forces, raided the farmlands in al-Hamra area, put rubber tires near the olive
trees and set fire to them. Al-Jabour added that the settlers’ attacks have
become increasingly frequent.

 

Recommendations to the International Community

 

 

PCHR emphasizes the international community’s position
that the Gaza Strip and the West Bank, including East Jerusalem, are still
under the Israeli occupation, in spite of the Israeli military redeployment
outside the Gaza Strip in 2005. PCHR further confirms that Israeli force have
continued to impose collective punishment measures on the Gaza Strip, which
have escalated since the 2006 Palestinian parliamentary elections, in which
Hamas won the majority of seats of the Palestinian Legislative Council. PCHR
stresses that there is an international recognition of Israel’s obligation to
respect international human rights instruments and the international
humanitarian law, especially the Hague Regulations concerning the Laws
and Customs of War on Land
and the Geneva Conventions. Israel is
bound to apply the international human rights law and the law of war sometime
reciprocally and other times in parallel in a way that achieves the best
protection for civilians and remedy for victims.

 

In light of continued arbitrary measures, land
confiscation and settlement activities in the West Bank, and the continued
aggression against civilians in the Gaza Strip, especially the latest offensive
that lasted for 8 days, PCHR calls upon the international community, especially
the United Nations, the High Contracting Parties to the Geneva Convention and
the European Union – in the context of their natural obligation to respect and
enforce the international law – to cooperate and act according to the following
recommendations:

 

1. PCHR calls upon the international community and the
United Nations to use all available means to allow the Palestinian people to
enjoy their right to self-determination, through the establishment of the
Palestinian State, which was recognized by the UN General Assembly with a vast
majority, using all international legal mechanisms, including sanctions to end
the occupation of the State of Palestine;

2. PCHR calls upon the United Nations to provide
international protection to Palestinians in the oPt, and to ensure the
non-recurrence of aggression against the oPt, especially the Gaza Strip;

3. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to compel Israel, as a High Contracting Party to the
Conventions, to apply the Conventions in the oPt;

4. PCHR calls upon the Parties to international human
rights instruments, especially the Covenant on Civil and Political Rights and
the Covenant on Economic, Social and Cultural Rights, to pressurize Israel to
comply with their provisions in the oPt, and to compel it to incorporate the
human rights situation in the oPt in its reports submitted to the concerned
committees;

5. PCHR calls upon the High Contracting Parties to the
Geneva Conventions to fulfil their obligation to ensure the application of the
Conventions, including extending the scope of their jurisdiction in order to
prosecute suspected war criminals, regardless of the nationality of the
perpetrator and the place of a crime, to pave the way for prosecuting suspected
Israeli war criminals and end the longstanding impunity they have enjoyed;

6. PCHR calls on States that apply the principle of
universal jurisdiction not to surrender to Israeli pressure to limit universal
jurisdiction to perpetuate the impunity enjoyed by suspected Israeli war
criminals;

7. PCHR calls upon the international community to act in
order to stop all Israeli settlement expansion activities in the oPt through
imposing sanctions on Israeli settlements and criminalizing trading with them;

8. PCHR calls upon the UN General Assembly to transfer
the Goldstone Report to the UN Security Council in order to refer it to the
International Criminal Court in accordance with Article 13(b) of the Rome
Statute;

9. PCHR calls upon the United Nations to confirm that
holding war criminals in the Palestinian-Israeli conflict is a precondition to
achieve stability and peace in the regions, and that peace cannot be built on
the expense of human rights and victims;

10. PCHR calls upon the UN General Assembly and Human
Rights Council to explicitly declare that the Israeli closure policy in Gaza
and the annexation wall in the West Bank are illegal, and accordingly refer the
two issues to the UN Security Council to impose sanctions on Israel to compel
it to remove them;

11. PCHR calls upon the international community, in light
of its failure to the stop the aggression on the Palestinian people, to at
least fulfill its obligation to reconstruct the Gaza Strip after the series of
hostilities launched by Israel which directed targeted the civilian
infrastructure;

12. PCHR calls upon the United Nations and the European
Union to express a clear position towards the annexation wall following the
international recognition of the State of Palestine on the 1967 borders, as the
annexation wall seizes large parts of the State of Palestine;

13. PCHR calls upon the European Union to activate Article
2 of the EU-Israel Association Agreement, which provides that both sides must
respect human rights as a precondition for economic cooperation between the EU
states and Israel, and the EU must not ignore Israeli violation and crimes
against Palestinian civilians;

14. PCHR calls upon the Palestinian leadership to sign and
accede to the Rome Statute of the International Criminal Court and the Geneva
Conventions, and calls upon the international community, especially the United
Nations, to encourage the State of Palestine to accede to international human
rights law and humanitarian law instruments.
